Hours: Wed. 8:30 3:30pm. Low income individuals and families often cannot afford the cost of energy to heat their homes during the winter or cool their homes in the summer. CAPHMLC administers the LIHEAP (Low Income Home Energy Assistance Program) which assists eligible households with utility deposits and/or utility payments. Funds are paid directly to utility companies and vendors. Assistance may be received up to four times per year based on eligibility requirements. (light bill assistance). CAPHMLC also provides emergency assistance on a case by case basis, depending on funding and eligibility.
