Low-Income Home Energy Assistance Program (LIHEAP) The Low-Income Home Energy Assistance Program (LIHEAP) is available to all income eligible households in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties. This program offers a payment of $350 or $400 once per program year to be applied to your home energy bill. Follow us on Facebook to get updates about this program and other services. Due to the rising threat of COVID-19, Partnership for Community Action is taking precautionary measures to ensure the safety and wellbeing of our staff and customers. Effective March 23, 2020, offices located in Gwinnett, Rockdale, Newton, and Walton will be closed. Our DeKalb County location will be open for document drop-off only. In an effort to uphold our mission, PCA will continue to serve our communities with modified operations. All Family Support and LIHEAP applications will be done through phone conference.
