Early intervention is provided to support families and caregivers in developing the competence and confidence to help their child learn and develop. Early Steps implements an Individual Family Support Plan process, based on caregivers' outcomes and goals, and a primary service provider approach for supports and services. There are no financial eligibility criteria. A child is eligible for services if s/he has significant developmental delays or a diagnosed condition likely to result in a developmental delay.
